The photo is too hard to make anything out. The black connector at the bottom right hand side has a parallel set of pins similar to the one I listed where you need to take the voltage readings.

There are quite a few versions of the 17IPS20. What version number is given on your power supply.
Have you measured any of the voltages on the various connectors?

I think this is an always on power supply. If with the power supply disconnected from the mainboard you jumper a 1K resistor from ON/OFF to ground can you check that only the +5V stanby is running...

The ON/OFF is connected to the 5.3V Standby rail via RM882 so should be several volts when the mainboard is diconnected from the power supply.
I would measure the dc voltage on the 3 pins of QM802.

Your photo is difficult to read. It would make easier reading to list them similar to below. Where are all the even number listings.ie pins 2, 4, 6 ....28
Also what is the board number.

I think VGH should be a positive voltage and VGL a negative voltage.

I would have thought that R801 and R892 resistance to be identical.
Have you check C802. These high voltage capacitors in series with transformers do tend to fail.

I would certainly start by clearing all the dust from the circuit boards and especially around the fans and then see how long it stays on.

The first photo does indeed show a better picture of the IC that I mentioned earlier.

The second picture, and again it could just be the photo, looks like one of the transformer pins has cracked...

I'll assume that Pins 1 - 3 where it changes half way down is a typo.

The ony odd reading is T4, Pins 1 -3 @ 0.02 which could be an error in the reading but worth rechecking.

There appears to be 4 solder points on each transformer.
If you label them 1 to 4 then test

Transformer 1
Pin 1 - 2
Pin 1 -3
Pin 1 - 4
then
Pin 2 - 3

Is the discoulortion from overheating and if it is, then it could be a fault on the board it plugs into.

You may be able to get a replacement on Ebay or any company that sells stripped down TV...

The contacts look like they are either burnt or have some sort of tarnish on them. I would clean them up with alcohol and also check the connecter it plugs into that the contacts are good.
