Contact "Bounce" will mess up anything that "tracks" the PWM signal. For a modulated load, such as a heating element, this is not a concern. Usually...

N...no. Its a choke, is all magnetic ballasts are. You can connect them directly across the line and they will sit there and pull 20w happily.

Once a tube is struck, its akin to a short circuit....
