It can apparently also have a uA78M05 regulator and that is only good for 500mA:

From that same series of relays you've shown we can see there exists a version with a coil...

I can confirm it is most likely a 4.5v relay because it sits on the +5v line and is controlled by a transistor so that will have a 0.7v drop...

It requires a ballast to work, otherwise it will burn out.
In your picture on the lamp it is written Osram Dulux S model 827, it has a G23 base.

From the datasheet we can see it is a 11W lamp...

It might be worth it to measure the voltage on those caps and if it is low enough use 2.5v 3300F polymer caps:
They are not in old recommendations simply because they did not exist back then....

I would say it is still starved for power, but you really should check the integrity of the APFC swiching mosfets (Q11/Q12 & Q1/Q3 from the schematic kaboom posted) if you do suspect that the supply...

What voltage do you read on the primary capacitor during this test?
If your line voltage is 230VAC then it should be around 230VAC x √2 = 325VDC in standby.

As I explained in my previous post it will be different for each PSU design.
What works on this one will obviously not work on another with a different APFC controller and there are many of those!
