I isolated the problem.

Turns out the PFC + PWM controller is overheating. Alcohol sizzles on it, and the problem goes away for a while.

I measured the four 470 uF capacitors on the 24 v output out of circuit with a cheap component tester:

[uF] - [ohm ESR]
430 - 0.06
437 - 0.10
439 - 0.10
437 - 0.09

I don't know... doesn't...

I had a bit of trouble figuring out how to measure the mosfets. Looked up how to do it, looked up the part, but must have missed...

I didn't mention the voltage since I don't know if my DMM tells me the minimum voltage reached. It says ~23 V in sync with the blinking. Otherwise it's stable at basically 23.9-24.0.

Thanks for checking in. The noise was gone, the diodes were mounted according to the symbols on the board, 85 ohms across the diode, and no visible solder bridges, but apparently I suck at soldering....

I did the repair, but unfortunately it didn't work. 5vsb is basically jumping around between 0 and 0.3 V now. It was an educational experiment, but I doubt I have the skill to troubleshoot this any...
