    yes, and capacitance.
    but mostly just looking to see if they are shorted.

      Ty stj.. i have tested some that start at -13 ohms then start climbing to 500 900 ohms that normal

          The cap may also be connected in parallel with caps, true test for capacitance will be testing off the board.

              Hi everyone been testing the caps on the board between lcd and tcon board at 200k all measure around 200k almost but 2 of them that are close to the ribbon cable near tcon only measuring 2.2k the small one i circled on the right and the one circled on the left. Weird thing is that when i disconnect the ribbons coming from the tcon there values start going up to 200k like the others. What can be the problem?

                All that means is there are other components on the t-con that are in parallel with those caps. this is common.
                You ask: "What can be the problem?" maybe tell US what the unit is and the problem you are trying to repair.

                    Its a samsung un60f7100 this is what my screen looks like when hooked up to hdmi every thing is red and laggy faded
