    The original is 2J223 2,200pF 630V film, it's part of the tuning for the self-resonant converter. A smaller cap could up the frequency too much.
    I would also test the other green film caps on the pc board, one is big.

      2200pf/630V cap is for limiting current, it's pretty much weird because reminds me of some cheapo Driverless LED Lamp.

      you can't change it to lower value because the cap would be hot enough because the current drawn too large for the value and the lamp may not turn on.. and the voltage rating should be same or more. Most green film cap only rated 100V, you must double check the rated voltage. Use polypropylene cap.

        For reference, I have a very cheap desk ccfl lamp that I got for 4.7 euros including the lamp itself!

        After a couple years suddenly stopped working.

        Turned it the switch died! Easy fix as it is identical with ATX psu switch and I have so many junk psus lying around.
