Duracell does have a long "guarantee" on these I think 7 years so maybe hit them up for a replacement. Not sure how they are in the UK for consumer protection.
Wild guess is whatever modulates the 12V down to 9V, might have croaked. Like a small mosfet. But the charger also has some safety routines in the MCU so it will not initiate charging unless safe (i.e. sees say 6V) and the current is not too high. So your charger circuit might work fine unless you fool it properly with a dead 9V battery, or spoof it.
