panasonic TC-P65ST30 8 power led error code

TV has the 8 LED error code. This normally means the SS board is bad. If I follow the service manual and disconnect ss11 it still has the 8 error code but if I remove the cable to c23 from the ss board the tv has no error code and the tv stays on. Does this mean that the C2 board is bad or could it be the panel. I did check for continuity between pins 1 and 2 of ss61 and ss66 and they were fine.

I suspect one of the cof is bad for the panel. Try disconnecting each of the connectors between the C2 and panel and see if it will stay on and give a picture (with black bar at disconnected plug)

I tried what you suggested and still same issue. I guess maybe c2 board is bad.
