Dell 3537 - turns off after 9seconds

Hello.
Have this dell 3537 that normally start, but turns off after 9 seconds no matter if it booting or in bios

flashed bios and still the same. i found that fan cannot turn so maybe some fan checking circuit was damaged, but i changed fan and still the same

Could be even dying SOC. Try replacing the load switch for 3V/5V to 3VS/5VS.
