pq25 1,2,3,4 all at 19.9v
Vgs is 0v, mosfet is not turn on.
my guess could be a faulty mosfet or pc136.
check if pin 4 and 1,2,3 are shorted

check the short circuit with ground with oham range on pq25 drain (5678)...and also remove pc25 and check ?
