            Try this too. It is for 17MB211S panel VES315WNDS-2D-N21. If the image is returned I have the profile saved for fixing.

                I think there is another problem on the motherboard. Most often problems with dc-dc converters or processor. See also if the flash memory is powered by 3.3v.
                What are the symptoms of television?

                  Yes, there are 3.3v on the chip (EEPROM). 12v and 5v are on the board as well.
                  The red light is on and blinking 2 short times in intervals.
                  Backlight is working OK.

                    Don't confuse eeprom memory with flash memory !!!. They are different. See what memory you rewrote. The software is for flash memory, spi.

                          TV not turning ON. When you turn TV ON, RED light up and stay solid. When you push ON button, RED light blinks 2 times and stay solid. Then blinks 2 times again and stay solid. And does this all the time.
                          PS.: Backlight I checked with the mainboard from Panasonic TV. Backlight working, just can't turn ON the TV.

                            Heat the processor to 230 degrees for 1 minute and see what it does.
                            I think the motherboard has a hardware issue not a software one.
                            You can replace the memory with another new memory.

                              Heated for 1 min at 230 degrees. Nothing. Still the same problem...
                              Do you mean I have to replace Winbond 25Q16JVSIQ with new one?
