      OK, you are confused, it is connector PD pin 16 (PNL ON). what you were measuring are the jumpers, the PD-XX are not for the jumpers, they ran out of room to put the PD-XX right next to the connector.
      The PD connector is a dual row pins, the exposed pins that you see on the top side of the board are the ODD NUMBER pin, pin 1 on the left as printed on the board, next is pin 3, and so on.
      The EVEN numbers pins you have to get to it from the bottom side of the board, left bottom is pin 2, 4, .... and so on.

        Sorry for the confusion. Took the Power board off and noted Q7120 has heat stress marks. What do you think? see attachment.

        Took reading as you asked and have no voltage at any pin. see attachment.

        Is it possible the transistor Q7120 has overheated and failed?

          We need to verify first that the main board is sending the command PNL ON too the power supply board or not, if it does then we can try to fix the PNL12V section, if the command is not present then you know you have problem in the main board plus the power supply board.

            I wish I had the schematic of the power board, are there any test points to verify 12VDC?

            Sorry I am not sure how to check for command PNL ON from the Main board. Any suggestion?

            Should I remove the metal cover on the Main unit and test the connector PD? What pin numbers should I check voltage on?

                  Attached is a close up of PD Connector, I have circled what I believe is row 2 pin - 10 voltage reading is .13 VDC, all other voltage readings on row 2 have 0 volts.

                    Are you showing the PD connector on the main board or the power supply board? If it is on the main board and only has 0.13VDC, then you have problem with the main board.

                                The board is inverted, I grounded the board to the chassis. My negative probe is also grounded. Just took V readings again. Row 2 - pin 10 as circled is .13 VDC and the pin right above in Row 1 is 4.96VDC all other pins have O V.

                                  Here is some additional information. When I plugged the power I took readings of the main board starting with pin 24 and pin 23 and got readings of 7.51 VDC on both pins but the voltage dropped to zero soon after. Now I get the same voltages as the power board (.13 and 4.97)

                                    OK, you asked me if the PNL_PWR pin can be read on the MAIN board, so I gave you the info as shown above.
                                    But now you are testing on the POWER SUPPLY BOARD PIN 10 which is not PNL_PWR pin, the PNL_PWR pin on the POWER SUPPLY board is PIN 16.

                                      We all started somewhere budm, I remember when I used to get really confused LOL!

                                      rted do please try and follow exactly what is being asked of you... We won't ask for you to check pins that are the wrong ones etc... especially if we have schematics in front of us. Remember some of us repair electronics for a living and members like budm, tom66 etc are our elite of what we do regarding this. Trust them and follow exactly what they ask... If you don't understand it then re-read the posts and instructions... If you still don't understand then let us know and we will try to explain anything you need to know

                                        This board is not made for beginner because the EVEN number pins have to access from the bottom side of the board and that can be very dangerous to make the measurement with the board powered up while it is setting upside down.
                                        May be he can use small pin to insert into the connector instead so he can get the reading that way.
                                        Otherwise wait for me so I can trace out the board and see if we can locate the connection to the PBL_PWR from the top side of the board, I really do not want him to have accidentally short the board out while it is upside down.
                                        So do not do anything for and wait for me to give you the test point from the top side of the board.

                                          OK, I trace out the bottom side of the power supply board to see how the PNL-POW and the PNL12V are connected and generated.
                                          As you can see, you can put the meter on JUMPER J7058 to test the PNL-POW signal.

                                          The PNL12V output is from the electronics switch that is turned on by the PNL-POW signal.

                                          POWER SUPPLY BOARD PD connector pinout:
                                          PD-1-2 = PNL12V
                                          PD-3-4-9-10-11-12 = SGND
                                          PD-5-6-7-8 = UR13.2V
                                          PD-13 = AC-DET
                                          PD-14 =PS-ON
                                          PD-15 = BU5V
                                          PD-16 = PNL-POW
                                          PD-17-18-20 = N.C.
                                          PD-19 = DIMMER
                                          PD-21 = OFL
                                          PD-22 = ERROR
                                          PD-23 = NOT USED
