looks to be an isolated failure.
not unusual to see all the towa caps high esr but these big beercans are usually ok.
looks like this unit and the other 2 axis will get a total recap.

Towa is now owned by Fujitsu-Towa - Towa is Japanese, so it should be a good brand.

My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
