Yellow PTC? Shouldn't affect power up of the meter...

It doesn't have any fuses, only a yellow PTC to protect the 200mA current range.

no, the yellow thing is a polyfuse.
tell me what's printed on it.

the meter looks like a Centec btw - worth about €3 if you break it.

when you say the meter doesnt work - be specific.
does the display show anything?
does it read volts?
amps?
continuity?
all these modes use different circuits

Post a picture of the part that is the "fuse LBV160". Without the bblluuurrr.

It seems to be a custom British Standard multimeter made by Caltek HK.
I call a polyfuse a PTC, the big yellow squarish one looks to be for 200mA current range.

I still say there's no fuse- "self-recovery fuse protection" in the marketing. You would think any fuse would be replaceable, not soldered in for a multimeter.
There are three bead style PTC's, and a MOV - but I can't see any fuse.

it wont stop the meter working, it will just mess up the current readings usually
