JVC AV 27850 Horizontal lines flicker at bottom

I just replace two caps in the vertical deflection area of the main board. I had done some reading on the problem and others had indicated that they had solved this kind of problem by replacing caps in this area.
The picture looks good with the exception of the bottom 4 inches, which has lines that flicker all the way across the screen, but only on the bottom. After replacing a 470uf 35v and a 2200uf 25v cap, the picture may have improved a little, but the majority of the disturbance still exists at the bottom.

Would the vertical deflection be the right area to correct for this kind of a problem? Are caps the probable culprits in this scenario?

Sounds like your vertical is stretched out on the bottom, you may need to replace your output ic if checking/replacing the rest of the caps in the circuit doesnt fix it

YES, swap that vertical IC and resolder rest of the horizontal section and the outputs of that horizontal transformer (lot of solder fractures).
