sounds like the old 1wire problem.
a memory device in the charger that the laptop reads data from.

NOT faulty usually, but caused by a bad connection in the cable.

the white wire is a data wire to a memory chip in the charger.

Are you using original Dell adapter or third party adapter?

I've seen this A LOT on returned laptops. I think what happens is those newer adapters simply have a very crappy cable that looses/breaks the middle (ID/identification) pin. So despite the power adapter outputting the proper voltage, the laptop cannot properly ID the adapter and thinks it's a generic/no name and/or low-power adapter.

sometimes cables break, sometimes static kills the chip - it has no zener diode or similar to protect it.
there is pic chip code floating around to simulate them.

get a schematic and check the 1wire bus circuit.
