You should check if there is a voltage at pin 13 of U6000. Even if you got all the other pins voltages normal, without proper voltage at pin 13, L6001 and L6000 won't give you 3.3v and 5v.

pin13 is 4.2v

Master Enable Input. The REF/VREG5/VREG3 are
enabled if it is within logic high level and disable if it is
less than the logic low level.

easy! low its disable and high enable!

EN Threshold Voltage
Logic-High Min Voltage shows only with 1V
and
Logic-Low Max Voltage shows only with 0.4V

Conclusion i think its ok right?

if EN pin is HIGH, then REF, VREG5 and VREG3 should give their respective voltages - 2v, 5v and 3.3v.

Also check pin 23 PGOOD if it is giving you 3.3v.
