VIN at U1001 is 2.54v . i need to replce this ic fisrt ? then i noticed here

just remove it to check if VIN is back to 19V

You mentioned in your original post that pin 16 has 19v. Did I misunderstood it?

Anyway, if VIN at U1001 is 2.54v then check its resistance to ground. If the reading is very low resistance, this means you have a problem with 19v rail.

Also check the voltage and resistance of D1004. DCIN_L or VBAT could be abnormal.
