The board finally arrived and the TV works! I tested out the original mainboard and that still works despite baking it in the oven

so the powerboard was the problem? ok, figured it was the powerboard when you didn't get steady voltage with everything unplugged, guess it goes to show, when troubleshooting never jump to conclusions.
