    Welcome to the forum-
We can help a lot more if you please post good clear pictures of the whole chassis, and then pictures of each board, front and back (in the same orientation) and close up of connectors, (max resolution 2000x2000 and 2MB) using the manage attachments button, which is found by clicking "go advanced" under quick reply.

Please do not post inline and offsite as they slow down the loading of pages.

    Examples of what is needed

It will be useful if you can say a bit about yourself - skills tools etc.

OK - Need bigger pictures of each board front and back and also the one attached to the panel.

While you do that try taking off the LVDS cable (from the main( green) board to the panel clean and replace.

Main board pic front is not really clear enough - you need better light - near a window or outside? In the last picture you show the board fixed to the panel. I need a clear picture
of that board - take it in 3 sections to get it bigger.

Golly this is hard work! On the up side the pics are much better.- Thanks
When a screen is all white it is often due to a problem on the long thin board attached to the panel. The best way to get a picture is to take 3 - left centre right. You may need to fold the plastic back and sellotape it.

Did you clean and replace the LVDS cable and have you tried the minitor with a source (PC) attached

okay know iam understand , do you think that's the problem ?

look from what iam thinking the problem is from the powersupply because when i mesure 13 v pin, it will show on the multimeter 0 volt

You DO measure the voltage against ground, right? I don't think PSU is bad anyway, you won't get anything without it. Obviously backlight works otherwise it would be black so problem is either logic board or the display's board.

Instead of making pictures you can first search for a little white smd fuse on the panel's board (the long one), it is often marked as F1 or F2 and test it, the reason that you doesn't measure those 14v (not 13) is that there isn't the jumper jp206 and is normal by the factory, the panels runs at 5v usually, somethimes at 12v, maybe in other sub models there's the need of the 14v line to the main board (for the panel probably)
