la-g881p area 51m defective EC?

the board has 3v on on/off# and it pulses but pbtn_out# does not have 3v and doesn't pulse. is this a bad ec? the ec is kb9542q

Iirc you mean the signal going from the EC to the PCH here (link to schematics?). If all the other components on this rail are fine, then you have only two possibilities left.

A bad EC and especially a bad PCH.

Yes, Corrupted EC firmware or even BIOS should be excluded before digging more deeper, although it is a rare case to fail like this
