Dell optiplex 9020 pc dead condition

hi friends i have dell optiplex 9020 pc
problom is only turn on after reset cmos....

after shutdown its goes to dead condition then we have to reset cmos to work normal....
what will be the cause
anybody experiance with same issue

please help if some one know the solution

There`s no schematic available.I suspect the problem is in the RTC section.

Typically it's a bad SIO that causes that issue
