    HP LP3065 not turning on

I have an HP LP3065 display.

It has had issues being detected by Windows and sometimes wouldn't turn on at all (no power LED activity). Sometimes, the monitor would come back when I would unplug it and plug it in again, but recently, no such luck. The last I heard from my monitor was some very short electrical sounding noise, a "whack" sound, moderate volume.

I've removed the power supply from the casing and hooked it up to a power consumption meter, which is connected to the mains through an extension cable, so I don't need to plug in the device near the exposed PSU.

    The power consumption meter reads:
    227 V, 0.032 A, 0.065 W (power supply and interface board)
    Without the interface board:
    227V, 0.031 A, 0.04 W

Attached I've made some photographs of the power supply and the interface board.

I've also taken a phase tester to a few components.
The both ends of the pigtail fuse make the phase tester light up, as do the tops of the caps that I've tested.

The chassis where the power supply is mounted makes the phase tester light up if the interface board is connected. Is this something to worry about?

Also, the huge three chunks of metal (heatsinks?) light up the phase tester. Is this supposed to happen?

I also have a basic multi meter on hand to take some measurements.

The ground wire of the mains connector is currently disconnected from everything, it was screwn onto the chassis. (you can this in the first picture)

The interface board's cable which connected it to the power supply also has a separate ground connector which is currently disconnected, because it was screwn in together with the PCB of the power supply.

Also, these three springly metal sheets light up the phase tester (05_phase_chassis)

What can I do to try and diagnose the problem further?

So that main fuse shows <1 Ohm using Ohm meter? Do not touch any one of those parts you marked in the pictures with you r hands or body, it can kill you.

If the fuse is good then you need to power up the power supply board by itself and then check the DC Voltage between the two legs of the main filter cap (150UF 450VDC), it should show about 325VDC.
