    I'm keep saying to you, that you need to solder wires to those joint, where you want to measure.
    Look up each IC's schematic, that you want to measure and find the Vcc pin and solder a wire to that.

      I can solder a wire but does the hdmi board need to be connected to test for voltages on the component on the board below

      Have you used J-link on these receivers to flash the firmware please

        You solder a long wire, and install the board, that way you can measure the wire outside.
