Default Emerson PL-P42W-10A plasma

It will just click on and off twice then nothing. Most voltage reading I only get when itís clicking then gone except standby.

Again only while clicking on do I get correct voltages.

I have replaced power board, the small green board and swap eprom on connection board. I have also have unplugged each board and powered on but to no avail.

That will be Vs, there is a sticker on the panel with the correct voltage, It looks like the Vs should be 205Vdc, and the Va 55Vdc
I suspect you have a problem on either the Y-sus or Z-sus boards

Yes you can disconnect the y & z boards, and monitor the voltage on the Vs of the power supply to see if it comes up to 205v.
