i finally fixed my problem i cleaned the me region , now bios is unlocked fan working and you can write your service tag, this only for latitude 5400 with 16mb bios not the 32mb version i hope it helps

Resolder again, clean and re-tin pads, check for missing or moved components. If you desolder, verify by reading again if new unlocked bin is really flashed.
