    What causes these ribbon cables to burn up?

    Notice they have what looks like a notch in each side, that's where they burnt. Is it a bad tcon ground or bad panel ground?

    It is very likley the panel (circuit board attached to the panel) that has a short, sometimes it is a shorted chip cap, but could also be due to cleaning liquid running down the front of the panel shorting out components.

        Likely what R_J said, but do you have the mounting screws in the TCON to ensure it is properly grounded?
