HP 15 LA-C701P not working .

Hello my friend.
Got this motherboard didn't work completely. HP 15 LA-C701P Discreet one ( AMD )

When in power , theres's a white light in charger indicator which means 3LDO is ok , when pressing button the amp consumer reach 0.280 than 0.170

than off ( I use here a powe supply with 2 number after point ).than off.

take this voltage when pressing power button :

Pl 8/9 = 3/5valw is present
Pl 11 = 1.35v present
Pl 17 = 1.5v present
Pl 802/803 = 0v
Pl 12 = 1.05v present
PL 14 = 1.8V with heating

RTC section :
JCMOS1 = PCH Rtc rst = 3v
JME 1 = PCH Srtcrt = 3v

Bios = pin 1/8 = 3v is present

I take this impedance :

PL 8 = 0.480v
PL 9 = 0.365v
Pl 11 = 0.292v
Pl 802/803 = 0.036v
Pl 17 = 0.305v
PL 14 = 0.043v
Pl 12 = 0.155v
Pl 202 =0.530v

U20 all voltages presents
Q21 all voltages presents

Powr sequence P43 =
all voltages are present but

Slp 3 = 1.4v than quickly dissappear
Slp 5 = 3v than quickly dissappear
Pltrst = 0.700 than 0v

No short at pl 14 area that get hot ...1.8v =vcccore , is it so high !!

1.8V as vcore is perfect for 4th gen cpu. All indicators are towards a shorted cpu.
