Pu4 not working, all pins as 0v, kbc pin110 =0v
I think kbc need 3v Alw to function?

SIO need +3VALW_EC to pin 9 22 ect since your 3/5 Regulatory is not working no power on SIO

Thans for concern, i pull pu301 earlier and pin12 still give 9v in the absence of pu301.
Ill measure the pin3 &13 resistance to GND and feed you back thanks

You mean you apllied power to mb while Tps51125C was removed from mb?? In that case there will be expensive damage to the mb. Might not be possible to repair.

Getting 19V VIN doesnt matter if there are other failed components and there will be many such components as you did the mistake. It'll require very good skill and experience to find out what are those components. Good luck bro.
