If you did see 410VDC on the main cap then it did go up to 15V and allow the PFC to startup to produce the Boosted Voltage on the main cap, but now it goes back down to 9.9V.
You did test by running the power supply board by itself and 1K force on resistor in place, correct?
What happen if you remove AC from power board for 5 minutes, have the meter connected to the main filter cap then plug the main board into AC outlet again and see if you will see 410Vdc on the main cap.
BTW, the 5V standby power supply is still putting out 5V, correct?
