Volume down is permanent low, i traced it down to P34 of KB9028Q wich has low internal resistance.
Board is 16872-1 Bucks_UMA_MB
Does this KBC needs programming?

yes, kbc is programmable.

A nasty short/leakage between pins of PFC connector.
