Power Supply Board: PLCD300P1 / 3122 423 31812 Help!!!

My board have no 5vdc standby voltage. I measure the four MAIN filter caps which has 163vdc between the two legs of each cap. HELP!!!

does anyone have the schematics for this power supply? I have google for help with no luck...

A photo please, I think some of us can do wonders with a mere good resolution photo of both sides of the PCB, though yes agreed a schematic would be better. Photo is better than nothing.
