If the RAM is removable, remove it and see if the logic board powers up every time and beeps a POST code or offers some LED pattern.

The iGPU core voltage is almost never relevant. It typically only comes up when there's a significant load on the iGPU.

bOARD POWERS UP IF EVERYTHING IS CONNECTED.
MY ONLY PROBLEM IS PU403.
IT HAS INPUT BUT NO OUTPUT. IC IS NPC81832 WHICH HAS MOSFET BUILDIN INTO THE IC.
I CHECHED FOR SHORT , NO SHORT. I DISCONNECTED THE OTHER SIDE OF COIL WHICH
OUTPUT OF IC IS CONNCTED INTO IT BUT NO VOLTAGE AT ALL
