just the chip
i bought usbasp to program the atmega an i connect the wires gnd vcc miso ... from uabasp to the atmega 238 but avrdude can't read the atmega .

the atmega cant run without a clock, if your using an isp programmer like an asp you also need an 8-16Mhz crystal and a couple of 10-22pf ceramic caps
