Default BY-3200 shorted IC controller

I bought this tool as scrap while trying it I found that the magsafe1/2 work well but the type C cable did not by opening the box I found a short in the controller circuit but no name on it .
I hope someone can guide me to replace this circuit, it is a QFN28 4x4 IC.

It would be better , If you put clear high resolution pictures of the board , at least so , we can identify ground , Vcin , Vc out , etc .. and then compare the component to its destination or equivalent .
