HP DV7 JAK00 LA-4083P Wont power on with charger

Guys, I'm facing a problem in HP DV-7 Compal 4083P.
This Laptop can be turned on with Battery but not with charger.
19 Volts ok even on BQ24740
No ACDET Present, I just want to know Is it Low or High?
If It's High then no ACDET.
I think FSTCHG is the right voltage line which is coming from KB926 to PQ113 Gate Pin.
But No Voltages Present.
I've Changed the KB926 already but not successful. Anyone can help?

Had faced a very similar issue on hp dv6 platform. Changing the 3v,5v caps to 330uf tantalum caps helped. may not be your case but worth trying
