If I disconnect the left side tcon ribbon I have a white screen
If I disconnect the right side ribbon I have a blue screen

You shouldn’t see a blue screen. You can check the LVDS pairs with an oscilloscope, while flicking the menu on and off with the remote. Kinda crude way of testing if the main board works. Other than that, jam a new tcon in, they are usually cheap enough.

I spoke to the guy his wife used window lean spray to clean the screen then the tv just went off but still with sound and a glow on the screen
Would this damage the tcon ?
I'm thinking more cof strips but cant see any damage

Both lvds ribbons connected no voltages on the following pins in the picture
With the left ribbon disconnected voltages are good of the tcon

If you can't see any liquid damage where the film meets the screen then you might get lucky and find it's a shorted capacitor.
