I was using Goo Gone and it leaked to this board. I was told this chip get very hot and is known to fail, I want to prevent a failure. the adhesive is gone on the board side, I cleaned it and the board. It feels like rubber and is about 50mm x 40mm x 10mm in size. What can I use to replace it or how can I refurbish it?
What glue?

Would a better Heatsink on top of the chip Help?

It is a thermal transfer pad to transfer the heat from the IC to the chassis. It just needs to contact both the board and chassis and you can secure it with double sided tape put pressure usually keeps it in place.
