Default Toshiba Satelite C850 - No Power, Flashing LEDs

Hi,

I am trying to fix this DK10FG board for a friend. It is not powering up.

When I plug-in power adapter, its DC IN led and Caps lock start flashing. Even cpu fan gets on/off kick like flashing leds. No battery attached. Nothing happens on pressing power button. I checked the charger IC and it seems fine. (ACOK - 3.3v). Re-programmed the bios but no luck.

I checked SIO chip NPCE885LA0DX and here's the reading

4 | P3V3S --> Fluctuates from 0.2v to 1.2v
104 | P3V3AL_EC(VD) --> 3.3v

83 | EC_CTL1 --> 0v
110 | EC_CTL1 / DNBSWON --> 0.9v
14 | ACPRESENT --> 0v
101 | EC_CTL3 --> 0.9v
95 | ACPRES --> 3.3v
16 | PWR_WLED# --> 0v
66 | CAPS_LED#_3 --> Flashing led
85 | VCC_POR --> 2v to 3v
64 | SA_PG / ACIN --> 0v
63 | FAN_TACH1 --> 0.6v to 1.2v
65 | DCIN_WLED --> Flashing led
80 | LOW_BAT#_3 --> Fluctuates from 0v to 1.3v
81 | FAN1_PWM --> Fluctuates from 0v to 1.3v
99 | BATT_IN --> 2.3v
108 | EC_BKLTEN --> 1.84v

I suspect that the SIO is faulty because it is giving fluctauting EC_PW_ON. However I am not sure as I am not experienced at this.

Any idea? What should I check next?
