We need to find the spec sheet so we can at least find out if the VCC pin is getting the DCV to run or not.
I found the BN44-00428B, it uses the same IC,SLC4011m.

Looks like the positive side of C9157 is feeding VCC pin 1 on this drawing.

Since I can't even source the IC readily..I am thinking I am going to send this board to PTS Electronics for a refurb. No telling what all is hosed in the LED driver/booster circuit.

Bud, I thank you for your time and effort Sir. I will post when this set is up and running.
I am hopeful that the main board is okay..It responds to the remote and does apply the proper voltages.
When I removed the POWER ON/OFF pin(in cable) from main board connector I had a steady 3.3 volts on the pin at the main board. When I hooked it back up to the power supply and fired up, it dropped to 2.1 Volts.
BLU_ON remained a constant 5 volts when reconnected.

You have piqued my interest. I am going to hold off on sending this board to PTS until we find out if vcc is being energized on the IC from the capacitor.

I sent both main and smps to PTS. They have them both running in test sets separately, not together in the same chassis. They cannot find fault. Could it be the IR Reciever board going nuts and repeatedly cycling the main board with an on signal? Could the T-Con be overloading the main and causing this activity?

Many would think it's the LEDs or the panel, it does the same thing with the LED power harnesses unlugged from smps. Thus with LED load removed no reaction or change in behavior.

With a known good smps, main, and T-con installed, all that was left was the screen/LEDs. Indeed, the LEDs were the issue.

I'm having the exact same problem with the same symptoms. I thought it was the power board at first but I ordered one and changed it and problem was still there. Can you let me know what you changed, the part number, and possibility where you got the part from? Any help is greatly appreciated!! Thanks in advance.

Looking at the video in post 46 it looks like its a edge lit tv my guess is he replaced the led strips or repaired the failed leds if you havnt worked on a lcd panel of this size it involves stripping the lcd panel down and there is a very high risk you could crack or damage the very thin lcd panel and ruining the set so maybe worth you watching a few you tube videos if you havnt already and see whats involved. If you have a led tester you maybe able to rule out failed leds so save stripping/risking damaging the lcd panel,

So a few years have gone by since this thread were started. I have a similar TV (UN60D7000) and am experiencing similar symptoms. I initially suspected the SMPS, ordered a new one but still had the same symptoms. So I am, as well now suspecting the LED strips to be faulty. Is there a way to test them without taking the panel appart? I only have a multimeter. Can I use the ohmmeter function somehow? I want to avoid disassembling the panel If I can. Thanks for your help.

Wow what an informative video. From post 1 I had decided the side LED strips were faulty. Not easy to repair but if your confident to remove screen without breaking it, you will be able to replace complete strips..if you can get them.

Just to follow up.

I ended up replacing the LED strips on my set that were blinking link the video is post 46.

TV is still working to date. Thanks to all who commented and most of all to that video. It was difficult to track down the LED strips. If i can find/remember the website i will post a link.
