    Samsung LE32E420E2W Troubleshooting Assistance

    Hi people!

I've been trying to troubleshoot an LCD TV which shows a black screen. Backlight turns on, but the screen remains black, menus are not showing.
I have measured the power supply board output:
    https://ibb.co/h2w162g

    1 B 13V: 12.70V
    2 P_DIM: 4.83V
    3 B 13V: 12.70V
    4 NC: 0
    5 B 13V: 12.70V
    6 BLV_ON: 4.07V
    7 B 13V: 12.70V
    8 GND
    9 GND
    10 GND
    11 B 5V: 5.27V
    12 A 5V: 5.25V
    13 B 5V: 5.27V
    14 P5_ON: 3.11V

and also the ribbon cable of the T-CON board:
    https://ibb.co/xz6XVSV

    0: 0V
    1: 3.23V
    2: 3.25V
    3: 0V
    4: 1.36V
    5: 1.03V
    6: 0V
    7: 1.34
    8: 1V
    9: 0V
    10: 1.32V
    11: 1.06V
    12: 0V
    13: 1.16V
    14: 1.21
    15: 0
    16: 1.37
    17: 1V
    18: 0V
    19: 0V
    20: 0V
    21: 0V
    22: 0V
    23: 0V
    24: 0V
    25: 13V
    25: 13V
    26: 13V
    27: 13V
    28: 13V

The output voltages of the PSU looks ok but I am not sure if the BLV_ON voltage is too low(also not sure about the expected voltage). Then, I'd like to get some expert opinion of the panel ribbon cable, does these voltage outputs make sense/look ok? Any ideas of what I should be checking next on the T-CON board? Or should I just buy a used T-CON board for replacement?

Thanks for your help in advance.

I would try a new t-con. Or post good picture of t-con.
I assume no responsibility for any stupid suggestions I might post.

da quick check of t-con fuse, neg probe on metal chassis, pos probe on each end, see if its around 12 volts each side.
