hi guys, I have a problem, the source recently had 4.8vsb but no acin_det

That was at first, I jumpered 2 and 4 and nothing happened.
I tried to jumper 1 and 2 also, then I realized that I didn't have 4.8v anymore.

a crazy thing
on the main capacitors (c1 and c2) the big ones, I have 1v!
and if I leave the gnd tester tip alone it measures an oscillating voltage between 0.03v and 0.05v !
I don't know where to go from here.
I don't know but I think mainly my problem was the ic151 not detecting the 5vsb.
Then I turned the power supply back on and as I told you above I got 1v.
I measured large capacitors c1 and c2 and they are well charged with the capacitance meter. there is no short.
The diode bridge seems to be ok.
