Asus 760 v 1.01 5v signal?

Working on Asus 760 v 1.01 (C2004P3)

7805 is putting out 5 v signal to PU100 (RT8167A) as shown in image.

Pin 12 is 5v Vcc. R135 is in spec out-of-circuit. 119 and 133 are in spec in-circuit.

Why not 5v into PU100?

meassure pin 11 and 12 of pu100 resistance to ground, maybe grounded???
