I disassembled this TV to fix one of the backlight led strips. In the process I managed to disturb one of the plastic flex cables between the glass and the circuit board situated along one edge of the frame. It simply detached itself from the circuit board. The contacts on the board and the cable look okay. Can't figure out how it was attached in the first place. Some special bonding process I'm not familiar with. Is it time to toss it?

I'm afraid that's a deal-breaker. Not aware of anyone that is able to reattach that cable, at least not without special equipment as you rightly point out.
You could TRY to use heat from a soldering iron to try to remelt the glue without destroying the cable itself but those are some fine pitch traces...
