    Ground pins are pin 10, 11, and 12.
    Pin 1 is not GND pin anyway.

      okay finally got time to post.

      PS-on is 3-4 Volts
      pins 3,5,7,9 fluctuate from 8 v to 13 v
      pins 4,6,8 still show about 3-4 volts.

      the A13v and the 8V standby both fluctuate from 9 v to 13 v.

      with main board disconnected.

      Testing the pullup resistor with ground gives me a fluctuation of 8v to 13 v as well

        Well. I did buy a new Power Supply board and that fixed the whole problem. still not sure what caused it to fail though...so a bit concerned that it might happen again after fixing it, but will see what happens.

          Have seen bad voltage regulating diodes on psu make voltages fluctuate like that.
