Default Garmin Nuvi 3590LM Help identifying component

I haven't been able to find a visual match in my search. Hopefully what this is, may be obvious to a lot of you guys. What is this?

Also, any hints on where to find specs, or how to diagnose it? Without knowing what it is, I'm nit quite sure how to tell if it's busted or not.

FWIW, this is a Garmin Nuvi 3590LM that won't charge or communicate over USB after the user inserted the micro-USB plug the wrong way. Functional when charging battery by other means (bench psu), but USB seems dead. I replaced the USB 3311C transciever/controller chip, but no go.
