    Hello,

    Any ideas what to check on rx580 which has all voltages present but is not detected?

    look at the little capacitors along the edge of the PCIe connector - are any missing or damaged?

      If you have a large magnifying glass or a microscope start by making a general visual check of the components (if on the outside a component is askew unsoldered, or burnt its may be a deut of track)
      following some tutorial of online repairers I send you a help link for the voltage measurements to be checked on your card in general.

      give us the exact model and the brand of your graphics card I can be the corresponding diagram.
      if nothing is conclusive the use of a thermal camera even inexpensive to help identify a faulty component (they tend to heat up when they are out of order) can help especially when we do not have the diagrams
