Bad IC (hole on it) is NCP81174 which is connected to the three 8 pin ic's with mark "A46".
I didn't find anything about it. Thank you for your help.
By the way, measured resistance on GPU itself is 0.3 OHM (multimeter). But it is not (probably) shorted. The working 1060 has 0.3 ohm too. I will hope that chip is not burned (but from 12 mosfets was 8 burned..) I just want to try fix it.
