Linux version available before the Windows version

Interestingly, for a piece of FPGA development software being Intel Quartus, the latest version for the Lite edition is not yet available for Windows while the Linux version is currently available at the time of posting.
Perhaps the writers of technical software knew that Linux (and its related counterparts including UNIX) is a popular operating system used on workstations?
My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
