The reason is that at input 230Vac all 4 diodes work while with the input switch in position 115Vac only 2 diodes work because one input line is connected in the middle of the two input bulk capacitor.

So this is why Powmax and SunPro are doing this mixed diode thing! (now I know thanks to you ).
Seriously, can they be any cheaper and how much are they saving by doing this?! They should know better that with economies of scale, the more they buy of the same item, the cheaper it will get.
